The ERICI project at the Grantham Research Institute (at London School of Economics) and WOTR will work alongside the Munich Climate Insurance Initiative (MCII) and in contact with the G7’s InsuResilience to develop demand-led resilience metrics that can be used for evaluation of insurance schemes. An important part of this work will be focusing on the added value of subjective approaches to resilience assessment, alongside the more traditional objective measures. We are specifically interested in the added value that subjective measures of resilience can bring to our existing understanding of resilience, its relationship to well-being, and our ability to monitor changes in resilience in response to insurance interventions at the micro-level. These metrics will be developed through and applied in practical settings through longitudinal cohort studies of communities in one African and one Asian country (India). The project offers a truly interdisciplinary approach, exploring how insurance products can improve climate resilience, defined as ‘making people, communities and systems better prepared to withstand catastrophic events (both natural and manmade) and able to bounce back more quickly and emerge stronger from these shocks and stresses’ (Rockefeller Foundation, 2016).
In India, a longitudinal study of the communities in Maharashtra covering 16 villages across the two districts of Beed and Jalna. Both these districts fall in the Marathwada region of Maharashtra and have been deemed drought prone. Marathwada is also famous for the amount of farmer suicides that it sees every year reflecting that the farmer population in the area is extremely vulnerable. The Crop Insurance schemes in the country- Pradhan Mantri Fasasl Bima Yojana (PMFBY) and Weather Based Crop Insurance Scheme (WBCIS) – are being studied under the project. The idea is to highlight whether these schemes have a significant impact on the resilience of their intended beneficiaries, the farmers. We are looking at the objective measures of resilience in terms of the importance of information and advisories related to agriculture and weather, the rationale behind crop choices, income, infrastructure and overall well-being in addition to the farmers’ understanding of resilience with respect to their households, how they deal with stress periods etc. This will help us gain a comprehensive understanding of resilience at the ground level and establish what metrics we should be looking at in the Indian context of crop insurance when we think about its resilience impacts.

The project on Climate Change Adaptation was undertaken between 2009 and 2015 attempting to build adaptive capacity in rural regions of semi-arid Maharashtra through watershed development. This involved a holistic set of interventions around ecosystem services including agriculture, water, biodiversity, forests, etc. Therefore, the interventions were not only limited to watersheds or agriculture but also included activities which helped mobilise the village communities to work towards managing water, created awareness about disasters and aimed to strengthen the overall ecosystem in the project villages. The belief was that the community and its institutions would help take the local adaptation forward and that they found value in the interventions, trainings and awareness programmes conducted during the course of implementing the project.
As a part of the current study, these interventions and their impacts are being studied in monetary terms taking into account the values that the community and individual households have attached to these interventions. The study will be conducted with 420 households in two phases: Nov-Dec (2019) and June-July (2020). The study aims to advocate a holistic adaptation approach while highlighting the benefits that local communities derive from them, thereby justifying replicating and scaling up these projects to wider areas. The data will be collected on the Open Data Kit platform and shall be filled using smartphones/tablets.
