The finding of this study underscores the urgent need to build capacities of GP functionaries as well as the communities to handle the requirements of the PR act as well as to implement efficiently, transparently and consciously the reporting and accountability mechanisms prescribed. since an aware citizenry is a pre- condition for accountable governance. A systematic and sustained effort would have to be launched in order to make people aware of their rights and duties as well as the redressal and accountability mechanisms available to them and the manner in which they can be accessed and deployed. Furthermore, the issue of equity, social and gender inclusiveness, whereby the voice of the marginalized and women are represented in the deliberations of the GP have also to be seriously addressed. These challenges have to be urgently addressed given the fact that the GPs, are traditional administrative units.
